The J&K Government Employees Conference expresses deep concern and outrage over the non-release of Government Provident (G.P.) Fund amounting to nearly ₹2,500 crore. This fund is the hard-earned lifetime saving of employees, deducted month after month with trust that it would remain safe and available to them when needed.
Despite repeated reminders and appeals, the administration has failed to provide clarity on why the G.P. Fund has not been released and where these enormous sums have gone.
This raises serious questions of transparency and accountability. Employees and the public deserve to know:
Has the money been diverted for expenditures unrelated to employee welfare?
Was it used for personal comforts, vehicles, or other luxuries?
The government must immediately provide answers.
⸻
PENDING LEAVE SALARY, COMMUTATION & GRATUITY
Alongside the G.P. Fund crisis, numerous employees are awaiting timely leave salary, commutation, and gratuity, causing families to suffer financially at a critical time—especially upon retirement. These essential payments are unnecessarily delayed, causing stress and hardship.
⸻
DAILY-WAGE WORKERS STILL UNCONFIRMED
Thousands of daily-rated workers continue to remain unconfirmed despite years—and in some cases decades—of service. Instead of providing justice, the government keeps constituting new committees that serve only to buy time and delay decisions.
⸻
ACUTE MANPOWER SHORTAGE
Every department, especially health services, is facing extreme staff shortages. Existing employees are overburdened, compromising service delivery. As a result, the public is being forced to approach private hospitals, incurring heavy expenses.
This is a direct consequence of failing to fill vacancies and support the existing workforce.
⸻
DEMANDS
1.Immediate disbursement of the pending ₹2,500 crore G.P. Fund.
2.Prompt release of leave salary, commutation, and gratuity.
3.Full transparency on where G.P. Fund money has been used.
4.Time-bound regularisation of daily-wage and contractual workers.
5.Urgent filling of vacancies, particularly in health services.
6.Accountability mechanisms to prevent financial irregularities.
⸻
MESSAGE TO THE PUBLIC
These dues are not charity—they are legally earned rights of employees who have served the people with dedication. When employees are deprived, the entire community suffers.
This is not only about workers—it is about the future of every household in J&K.

CALL FOR IMMEDIATE ACTION
We urge the government to:
•Release pending G.P. Fund without delay
•Disclose where employee funds were utilised
•Address the structural failures affecting workforce morale and public services
People of Jammu & Kashmir deserve transparency, accountability, and respect for public servants.
